Step One: Remove the cap. If this proves to be impossible, fuss until somebody else does it for you.
Step Two: Apply liberally to lips.
Do not be afraid to use too much... after all, your entire face is exposed to the wind.
Use a gentle touch.
Do not apply while performing tasks requiring intense concentration. (Walking, for example.)
If in doubt, watch a professional and try to imitate his/her technique.
Don't forget to take a moment to savor the flavor. After all, you deserve it.
